摘要 根据《国务院关于环境保护若干问题的决定》中关于“加强基层环境监督执法队伍建设，增强执法力量”、“严格环保执法、规范执法行为、完善执法程序、提高执法水平”的要求，环境监察队伍的能力建设提到议事日程。本文以嘉兴市环境监察工作的实例，强调了内朔素质、外树形象以及配置设备、理顺程序的必要，努力推进标准化建设。
